Hold Bomb Threat Program

DES MOINES (UPI) -Iowa department and agency heads will gather Sept. 13 for a re-orientation program on what course of action they should follow in case of a bomb threat at the Statehouse complex.
The meeting will be conducted by the Iowa civil defense department, and Director Don Hinman says the session should be taken “seriously” despite the lack of any serious incidents at the capitol.
Hinman said the state has developed a comprehensive “bomb threat” plan which was drawn up three years ago but it is in a constant state of revision.
“Some people get lulled into a false sense of security just because there s been no serious problems,” Hinman said “It’s an unfortunate thirg of human nature that sometimes we have to experience the problem before we make solutions.”
Hinman said most large governmental agencies have similar plans in case of a bomb threat, but added he believes the state of Iowa is “alone” in its constant orientation and updating of the plan.
“We are involved with different people each year and different phone numbers and different situations,” Hinman said.
“Besides, we discover what other agencies across the nation are doing to handle the situation ojjd we incorporate that into our discussions.”
Hinman refused to spell out the exact “bomb threat” plan, saying the information is “privileged.”

Robbery Ring Hinted In Holdup at Bank
COUNCIL BLUFFS (UPI) — The FBI speculated Thursday a three-man bank robbery ring may have been responsible for the mid-morn mg armed holdup of the Council Bluffs Savings bank Westside branch.
Gary Lisotto, the FBI agent heading the investigation, said the Omaha FBI office received “intelligence” information Wednesday that the three could have been in the Omaha-Council Bluffs metropolitan area.

Enrollment Is Down In Keokuk County
A report on enrollment in the five high schools in Keokuk county shows a marked decrease in the number of school children since 1972. The pre-school children drop is slightly larger than school-age children.
The drop in school-age children, according to the school census of 1972 and 1974, is 3H7 children, or nine percent less this year. In preschool, the number in 1972 was 1,135, and in 1974, 993 a decrease of 12.5 percent.
Pow Wow is
TAMA—The 59th annual Mesquakie Indian Pow Wow at Tama, postponed from earlier this month because of torrential rains, is being held this weekend at the pow wow grounds.
Performances began Saturday and will continue through Monday. Admission is $3 for adults and $2 for children age 12 and under.
The scheduled performances are at 2 and 7:30 p.m. each day except Sunday when they will be at 1:30 and 7:30 Finals in the dancing presentations will be given Monday.

A provision iii the proposed rules says the request for certification for exemption must he made on the basis that pollution controls were installed either for enhancing the quality of water in Ihe state or for controlling or abating pollution.
After July I, 1977, the water commission would not certify for exemption any property at
a facility that discharges sewage or industrial waste unless that facility meets all commission standards for acceptable levels of effluent limitations, the rules stipulate.
Representatives of Iowa industries are expected to attend the hearing to recommend refinements in wording of the rules.
