New Rule Upsets Seasonal Base Price Decisions
Weber explains that if a price or wage change qualifies as seasonal a seller may choose between two base periods to determine ceiling levels. They may use the 30 days before Aug 14 or the most recent 30 days of sales, and apply the same seasonal period to 1970, provided records show a three year pattern. Wages are less affected due to piecework. hotel rates after Labor Day and autos are key examples. It also notes dealers could raise prices by preserving list prices while reducing trade-in allowances, if patterns show such practice.
