Superintendent Anthony P Travisono said 28 youths escaped from Eldora’s Boys Training School since Friday with 16 fleeing Sunday night and 9 on Friday. All but one were recaptured as police pursued a car theft linked group and a single fugitive remained at large.
Tokyo AP Ikeda told Khrushchev that Moscow seeks to interfere by demanding abrogation of the U S Japan security treaty. He defended Japan's alliance with the Free World and urged mutual recognition of positions while calling for territorial terms on the South Kuriles.
Joliet AP reports Mary Ann Cook aged 17 died and another 17 year old girl injured when two small boats collided on the Kankakee river Sunday.
Minnie Brous, wife of Bernard Brous an accused saboteur of microwave stations in Nevada and Utah, died in a San Diego hotel room. Police treat the death as self-inflicted with an empty sleeping tablet bottle found nearby. Her husband is charged with blowing up stations and was arrested with her aboard a heavily armed yacht at Ensenada Mexico.
The United States and Britain offered to negotiate with Russia a nuclear test ban covering even the smallest tactical weapons. Arthur Dean announced the bid at Geneva as talks entered a critical phase and for the first time the West floated a total ban on tests. It demanded a significantly stronger international control and inspection system, while the Soviet delegate reacted coolly to the proposal.

An East German border policeman aged 28 defected to West Germany seeking asylum on Sunday night. A second defection allegedly occurred when another East German guard crossed the border in uniform carrying a weapon, according to Bavarian patrol headquarters.
East German Communists urged a voice in any East West negotiations on Germany and insisted talks must cover a peace treaty for both parts. Neues Deutschland warned negotiations without the East German Republic are unthinkable and linked a separate East German treaty to access via West Berlin.
