More Appeals On Ramp Seen
IOWA CITY The state appeals board on Monday declared it lacks jurisdiction to rule on financing for the citys controversial 2 million parking ramp. The board sided with the city that only revenue bonds, not general obligation bonds, fund the project. Opponents argued environmental questions and legal financing doubts and said the April 11 referendum showing voters rejected general obligation bonds signals opposition. City Atty Jay Honohan said the board cannot decide the issues since state law limits its jurisdiction to tax-funded proposals. Opponents say they will pursue further appeals to courts or the federal level.
