London AP reports 42,000 longshoremen vote Wednesday on ending an 18 day dock strike that has tied up more than 500 ships. Leader Jack Jones says progress supports a settlement. jobs at inland depots and containerization are central demands with wages and guarantees sought.
The Republican rules committee, split into four subcommittees, studied proposed party rule changes aimed at broader participation by women, youth, blacks and minorities while rejecting a quota plan. Two chairmen tried to bar press access, but members voted to keep deliberations public. The convention week previewed a likely abortion argument, with opposing witnesses including a black mother and a Catholic bishop, as pro abortion factions seek to bring the issue to the platform stage.
The Commerce Department reports a sharp improvement in the U S balance of payments for the April to June quarter. In official reserve transactions the deficit narrowed by 2.5 billion to 831 million, with late June volatility from pound sterling speculation. The net liquidity balance shows a 2.3 billion deficit, an 800 million improvement.

President Nixon dispatches Henry Kissinger to South Vietnam for a general review of the Vietnam problem including negotiations in Paris. Kissinger will meet Thieu and Bunker, report before the GOP convention, and may travel afterward with schedule to be announced. He recently held secret parleys in Paris and Switzerland.
The Pay Board on Monday affirmed no change to the general 5.5 percent wage ceiling. It noted a completed review and said the standard will be revisited as data becomes available later this year. Since Nov 14 the board has approved raises averaging 5 percent, with broad cooperation from labor and management aiding inflation slowdown. About 13 million workers are covered by the approved hikes.
UPI reports U S B 52 bombers dropped over 1.9 million pounds of bombs between Saigon and the Cambodian border within 21 to 34 miles northwest and 35 miles southwest of the city. The raids, the nearest to Saigon in four years, shook windows and supported government forces around Ben Cat along Highway 13 and the besieged town of An Loc. Navy jets also attacked targets in Thanh Hoa as Hanoi denied certain bombings.
Sen. Henry M. Jackson says he has 27 cosponsors and White House backing for an amendment demanding United States Soviet equality in any future strategic arms limitation agreement.
