Probable guilty plea tests system for disabled inmate

Cedar Rapids man Jeffery Stevens 29 plans to plead guilty to attempted murder in a Dec. 16 bar shooting. His wheelchair use creates a jail custody problem since Iowa law requires confinement for such charges, possibly sending him to Oakdale Medical Center before any longer term. The case prompts questions of justice and appropriate charges as the parole board and county officials consider options.
