Linn County supervisors announce a 0.6 mill rise in the basic levy as part of a $8.96 million budget for 1970, with $5.566 million to be raised by taxes. The plan calls for higher salaries, expanded aid programs, and allocations across general and special funds, including public hearings set for August 19.
President Nixon framed Apollo 11 as a bridge across geographic and political divides to foster world peace. He spoke at Andrews Base after eight-nation voyage, calling it a quest for peace and noting strong warm reception in Bucharest with millions watching.
Donald H. Harmeyer a 41 year old Korean conflict veteran from West Point was elected department commander of the Iowa American Legion in Cedar Rapids during the department convention Harmeyer served with the 24th Infantry Regiment in Korea.

New officers elected include Ray Knight Postville as vice commander and Leo Grifficon Altoona, Alvin A Heller Portsmouth, Eldon MacVey Rolfe, Leonard J Koessel Lake View, plus Ray Patterson Osage as national executive committeeman and William D J Guthrie Webster City as alternate. Others named are Roy Shaffer Tama, L P Fitzpatrick Webb, Robert Barker Ottumwa, Glenn Dugger Des Moines. A satirical item notes a mock organization named Ex- Husbands Anonymous. It claims divorced men seeking remarriage are offered a woman in housecoat and curlers, described as a humorous social pact with no real endorsement or details.
President Nixon told congressional readers a further withdrawal of US troops from Vietnam probably will begin this month. Senate leaders described the briefing as discussing a replacement by South Vietnamese forces, with no count specified. White House aides said a formal announcement would come in late August.
Hanoi announced the release of three U S war prisoners held over a year. Pacifist Rennie Davis named Capt Wesley Rumble from Oroville California Ll. Washington reports the House approved a six month extension of the 10 percent income tax surcharge through Dec 31 1963 and sent it to President Nixon for signature. The measure would raise 5.0 billion this fiscal year and keep withholding in place with a small rise in effective rate. Senate already approved the six month extension after balking at a more expansive plan.
Eastern Michigan University student John Collins faces first degree murder charges in the strangulation of Karen Beineman, amid a widening probe into seven young women deaths in Ann Arbor and Ypsilanti. Police seek Andrew Manuel on a larceny warrant tied to a house trailer rented during the calamitous investigation spreading to California and Canada. Investigators were sent to Salinas, California, to probe two slayings and would review a Los Angeles area sex slaying.
At Noel Missouri a massive blast ripped through a freight train wreck area early Sunday. One 7 year old girl killed, several dozen injured as debris damaged most buildings. Fire and evacuation followed, propane tanks ignited, and nearby towns aided in response. Authorities suspect dehydrated ammonium perchlorate propellant or similar oxidizer as the cause while crews remain uncertain.
