Dubuque County Sheriff Leo Kennedy identified a 10 inch wild marijuana plant along a sidewalk outside the Dubuque Law Enforcement Center. He said the weed, also called hemp or ditch weed, could have started from a single fallen seed and may have grown for a few weeks while the lawn was unmowed.
Iowa State University Foundation will keep donation records sealed despite a $1.2 million gift by Marie Powers. President Tom Mitchell says the foundation, a private nonprofit, is not subject to open meetings laws. Records of the Powers estate were briefly opened last week amid controversy over farm sale and funding for a livestock research building.
The Iowa Court of Appeals upheld the Johnson County theft conviction of Troy Allen Patrick for aiding a companion who shoplifted $834 in merchandise in December 1999. He watched for followers and did not need to personally take items to be guilty, with a 40 day jail term suspended after two days, two years probation, and a $500 fine.
The Iowa Court of Appeals affirmed Marlando Hoosman’s conviction for willful injury and terrorism tied to a Waterloo shooting that left Margaret VanArsdale paralyzed. The panel ruled evidence of a prior shooting was properly admitted as both incidents used the same .40 caliber gun.
