Higley Mansion rezoning advances to allow rehab housing

The Cedar Rapids City Council moved a plan to rezone Higley Mansion at 860 17th St SE from Traditional Residential Flex to Traditional Residential High to permit a residential inpatient and outpatient substance abuse facility with 35 to 45 beds run by Covenant Family Solutions. Conditional use approval from the Board of Adjustment will be reviewed at 4 p.m. May 16, with two more council votes likely on May 14 and May 16. If approved, the facility could open in spring or summer 2025.
