Farm Payment Plan Proposes Tiered Earned Relief

Rex Conn reports at a farm newsmen convention banquet that Rep Albert A Quite suggests tiered earned payments up to ten thousand, 75 percent from ten to fifteen thousand, 50 percent from fifteen to twenty thousand, and 25 percent beyond twenty thousand. Action on farm legislation appeared delayed with both Congress and the Nixon administration awaiting the other. Secretary Clifford Hardin warned land retirement would not be the backbone of programs, saying year to year adjustments remain needed. He hinted action may come late this year or early 1970 with limits on government payments likely, while ASCS administrator Horace Godfrey would favor such limits.
