Assembly Lets Huong Pick Successor To Start Talks
SAIGON The national assembly voted 120 to 0 to empower President Tran Van Huong to nominate a new chief executive if needed to begin peace talks with the Communists. A second 120 to 0 vote backed a political solution based on the 1973 Paris accord. Huong could name a successor subject to assembly approval, and the house will reconvene to discuss nominations.
