LINDALE 10:00 AM TO 5:30 PM MALL SHOPPING CENTER, IOWA CITY: 9:30 AM TO 5:30 PM Czarnecki: HUD Shutout Disastrous By Ford Clark IOWA CITY - “If HUD closes us out, Iowa City could become a disaster area.” That was the comment of Iowa City’s mayor, Edgar Czarnecki, following a morning conference between HUD officials and Iowa City representatives. At issue is the recent defeat of a general obligation bond issue of $6 million by Iowa City voters, which has left the city’s urban renewal plans in disarray. Thursday morning, officials of the department. of housing and urban development (HUD) again told the city the downtown urban renewal project is now financially not feasible. Some Good News HUD representatives d i d have one bit of good news for the city. Czarnecki said, “They told us an additional amount of money will be available for relocation funds. We also will be able to acquire five of 22 properties we presently are negotiating for. “HUD officials said this will be allowable because negotiations are in a stage where the city could be held legally liable.” According to Czarnecki, HUD officials were “very firm in telling us we are still responsible for supplying parking facilities in the downtown area. Fewer Spaces “Presently, urban renewal planning calls for us to spend $2.5 million to supply 1,800 park-; ing spaces. I asked if we spent the appropriate amount of money, but did not come up with quite that number of park-1 ing spaces, whether this would fulfill our requirements. “TTiey implied it would not.” Czarnecki stressed, “HUD made no recommendations, but expressed considerable interest in next Tuesday’s city council meeting when we plan to take up the matter of renegotiating the city’s contract with Old Capitol Associates.” City Approval It was Old Capitol which won city approval for an over-all single-developer concept for the downtown area. This plan was aborted, although the contract is still in effect, when the Iowa City voters gave only 54 percent approval, although 60 percent was needed for the city’s parking obligation. Czarnecki shot down a mentioned possibility of using revenue bonds to finance downtown parking ramps. “Let’s be honest, no one would buy them. Our situation is too confused for that,” he said. Czarnecki confirmed the city council had gone into an “uns-c h e d u I e d executive session Thursday morning concerning urban renewal-related matters.” Downtown Future When questioned about the future of the downtown area, if HUD continues to withhold funding, Czarnecki said, “We would attempt legislative remedies and, as a last resort, take out a loan with HUD and repay the loan by selling off urban re-newal land piecemeal. “We would not be allowed to purchase any additional land or properties.” .
