President Carter prepares a nationwide address warning about energy and faces White House opposition to a higher federal gasoline tax. aides say the tax proposal could be dropped as the energy package heads to Congress. the plan could raise up to 50 cents per gallon and delay public support.
Washington AP The Carter administration asked Congress to delay tougher auto pollution controls by a year or more and to levy a tax on cars that fail to meet proposed 1983 standards. EPA chief Douglas Castle said consumer prices could rise by 65 to 125 dollars, with noncompliant cars taxed to remove price advantage.
A large blast in a basement bank vault area damaged a five story office building in Chattanooga Tennessee. Two transients were slightly injured and a nearby woman seen before the blast is missing. Fire officials call it unprecedented and may have originated from the bank vault area.
Patty Hearst enters a no contest plea to assault with a deadly weapon and robbery. A superior court judge accepts the plea and postpones sentencing to May 9 while nine other charges, including kidnapping, are dropped from the 11 count indictment. The May 18 trial date is canceled.
Iowa Electric Light and Power and Atlas Corp reached a settlement in Cedar Rapids federal court for 161000 pounds of uranium to IE by June 30 at $9 per pound with three installments. The court will decide future price adjustments. Atlas must also honor 1978 1979 deliveries.
The Supreme Court refused to hear an appeal claiming Pennsylvania state police discriminated against whites in hiring and promotions. Lower court ruled the claim cannot be considered as policies follow a 1974 agreement to end past discrimination against blacks, with five white applicants and three promoted whites filing the suit.
A congressional commission urged Carter and Congress to shift mail toward electronic transmission via satellites and wires, propose private delivery limits be eased, and seek $625 million in immediate aid plus 10 percent funding growth through 1985. Public support favored five day delivery over higher rates.
