Washington AP The Carter administration asked Congress to delay tougher auto pollution controls by a year or more and to levy a tax on cars that fail to meet proposed 1983 standards. Agreement Reached In IE Uranium Suit Over Deliveries

Iowa Electric Light and Power and Atlas Corp reached a settlement in Cedar Rapids federal court for 161000 pounds of uranium to IE by June 30 at $9 per pound with three installments. The court will decide future price adjustments. Atlas must also honor 1978 1979 deliveries.

Reverse Bias Case Rejected by Court

The Supreme Court refused to hear an appeal claiming Pennsylvania state police discriminated against whites in hiring and promotions. Lower court ruled the claim cannot be considered as policies follow a 1974 agreement to end past discrimination against blacks, with five white applicants and three promoted whites filing the suit.

A congressional commission urged Carter and Congress to shift mail toward electronic transmission via satellites and wires, propose private delivery limits be eased, and seek $625 million in immediate aid plus 10 percent funding growth through 1985.
