Washington AP reports banker Thomas Gates, 70, received the ambassador rank as top U.S. diplomat in Beijing. President Ford pledged continued efforts for China relations. Gates took the oath at a Rose Garden ceremony before departing to become the third American representative to the People’s Republic. He previously served as secretary of defense under Eisenhower and led Morgan Guaranty Trust Co.’s executive committee.
