Atty. Gen. Hoegh ruled the State Executive Council failed to follow required steps to enact a new personnel plan for state employees. The plan, adopted Jan. 12 after two years of study, classifies jobs and sets pay ranges but lacks required competitive exams. It must be reviewed by the attorney general and filed with the secretary of state before becoming effective.
In Huntington West Virginia four officers who also served as firefighters used 3.2 percent beer to suppress a fire at a drive in restaurant. They found beer cases burning under a counter and sprayed exhaust fire extinguishers then dumped beer from buckets onto the flames. Firefighters arrived to finish the job noting beer foam can act as an extinguisher.
The State Printing Board awarded Globe Publishing Company Des Moines a 500000 license form printing contract for 1257.50 plus Wallace Homestead Company Des Moines a 2128 bid for 500 copies of the state auditor's biennial report and Lake Mills Graphic a 1236 bid for 63034 road maps in black and white for the Iowa State Highway Commission to distribute to 99 counties.
GREENFIELD AP Lyle Christensen 27 died early Monday at Schildberg Construction Company quarry twelve miles north of here. Christensen was operating a tractor and a big scoop when the implement jackknifed and overturned, killing him.
Cedar Rapids city council heard a petition from seven property owners and one lawyer for water service in Circle Drive Weing Road and Cold Stream Avenue NE. They demand equal access at standard city rates, but officials warn the project would be expensive and city must cover pumping and a water tower. Attorney Edgar King calls the proposal discriminatory, while the owners push for subdividing plans to boost revenue. Waterworks officials peg last year’s 60 000 to 70 000 dollar estimate as outdated, with about 50 homes involved now. The city cannot fund the extra costs, but residents could form their own company and reimburse later from revenue, a plan the council will reexamine with Mayor Sedlacek.
Washington (UP) The American Legion urged Congress to reject cuts to free hospital care for high income veterans whose illnesses are not service related. Legion Commander Lewis Gough warned the economy drive rests on a wrong interpretation of facts and argued the law allows free hospitalization for those unable to afford private care, regardless of income. He urged a clear distinction between saving money and denying care to sick and disabled veterans.
Paris AFP says Soviet Foreign Minister Molotov agreed to receive U S Ambassador Charles E Bohlen on Tuesday afternoon in the first routine audience.
James J. Crowley, 64, a former Soo Line machinist with 47 years in railroading, seeks a new job after deciding he dislikes railroads. He dislikes diesel locomotives calling them a one-eyed Cyclops that took all the rail out of railroading.
Jurors were selected Monday in Judge Floyd Philbrick's court for the grand larceny trial of Paul L. Heslop 40 arrested Feb 2 on a suitcase theft from a Union depot baggage cart. The suitcase belonged to Geraldine Welsh of Fairbanks. Witness Maynard Rowray a baggage handler testified Heslop tried to flee with the bag. Prosecutors are Willis Glassgow and Richard Nazotte. Defense attorney is James E. Patterson.
Earl Kirklin 28 held since November on breaking and entering was charged with grand larceny on a true information. He allegedly stole a 16 horsepower outboard motor from Barney Wood's boat near Ellis park July 2. The motor was sold in Joplin Missouri. The breaking and entering case ties to multiple motors removed from Cedar river boat houses. Kirklin's address at arrest was 1200 Twentieth avenue.
Grover Cleveland Foggy, 55, of 107 Thirteenth Street SE, was charged with drunk driving in a true information filed Monday. He was arrested Saturday night by Cedar Rapids police.
Herbert Cherry aged 25 living at 712 Ninth Street SE was arrested in Cedar Rapids Monday on a desertion and abandonment warrant from Casper Wyoming. The warrant says Cherry deserted two minor children in Wyoming. He waived extradition and will be returned to Casper.
James Gallant talking near a parked car stepped back into the path of an approaching vehicle. He was thrown onto the hood, shattered the windshield, and fell to the road but suffered no injuries. The car sustained about $50 in damage.
Victor C Sundberg asked the city council for help with two bee hives next door causing allergic reactions and hindering use of his 706 Third Avenue SW property. Neighbor Glenn H Forrestal, 710 Third Avenue SW, was named as the keeper. Officials suggested a nuisance filing or civil suit as remedies.
Two Linn County men enlisted as reported by the Cedar Rapids army and air force recruiting office. Joseph G. Dvorak, 20, of 2340 Thompson Street SE, will train at Aberdeen proving ground for heavy artillery director repair school after basic training. Dwight A. Kelsey, 18, of Alburnett, joined on an unassigned basis and was sent to Camp Crowder for later basic training assignment. The Linn County draft board office will close Thursday afternoon for a district meeting in Iowa City.
Linn county Humane Shelter figures show 2005 dogs and 574 cats handled in 1952 and 380 carcasses plus one owl and one parrot. Cedar Rapids city council votes to renew contract for 1953 with dog tag revenue funding shelter operations. Shelter truck logged 10 728 miles in 1952 pickups and investigations.

Highway patrol warns motorists to remove 1952 plates and display 1953 plates on their vehicles. Sgt James Clapp says tickets will be issued starting Wednesday and simply having the new plates in the car will not suffice.

Perle Mesta ended four years as U S minister to Luxembourg with tears in her eyes. About 100 Luxembourg orphans cheered as she left for Paris by car after a farewell feast of chocolate at the legation. A large bouquet of red roses came from the grand ducal palace with affectionate greetings.

Ellenville New York AP report details a blaze that destroyed a century old frame house. Vaughn Decker, 30, perished trying to rescue his wife and four young sons, all members of the family killed in the fire.
Two teen age boys Jimmy Chandler 16 and O Bryan Colvin 17 both of Kent escaped Union county jail in Creston after prying out two bars with a heavy bench. They battered through a lobby door and fled after deputies left. A car linked to Chandler’s mother was found abandoned in Omaha suggesting use in their flight.

Louis Johnson aged 80 of 3122 Emerald avenue SE was found with a self inflicted gunshot wound at 12:02 a.m. in his home. A .32 caliber pistol and a suicide note were found nearby. He was treated at University hospitals and then transferred to Iowa City. The note stated he was despondent.
