Senate tightens penalties for third offense drunk driving
Iowa senators debated harsher rules with amendments from Sen. Emil Husak and Sen. Richard Comito. The 24-23 vote on a five year revocation for third offense drew praise and protests as leaders argued about deterrence and enforcement. Debates touched on confiscating vehicles and blood test requirements with a compromise allowing breath or other samples to avoid charges for refusing.
