Oats sowing starts across southeast Iowa with slow early progress
Farmers in Keokuk Louisa and other southeast counties began oats sowing on Tuesday while east central areas started as far north as Linn and Jones counties. Many fields remain wet and muddy with road restrictions, plowing for corn underway, and rye and fall wheat greening. A Jones county report notes red clover root rot and field mice damaging stands, prompting tests by plant pathologists.

Rail rate policy spurs truck competition, benefits farmers
In March 1938 the Interstate Commerce Commission authorized rate increases on agricultural products. Railroads kept high rates, especially on short hauls and valuable goods, hoping to bear traffic. Now truck competition retaliates, easing farmers’ transport costs and reducing railroad revenue during slow business, improving farmer leverage on pricing.
