The case notes past disciplinary actions, including a 1988 reprimand and one day suspension, and cites disagreements over the punishment and consistency of policy application. Killer hid in Cedar Rapids diary says on run
Detectives say Wayne Chaney described Cedar Rapids as a large city on the map ideal for hiding while police hunted him in Illinois. The 30 year old Des Plaines landscaper died in a March 27 shootout after a 10 day Iowa sojourn that included hotel stays and time spent fishing and watching TV. The diary mentions money motives and possible robberies but not the Coastal Mart theft. Investigators say they may clear that case from their files.
