City council considers paying up to 8000 to Davis Company to locate a replacement for Planning Director Tom Tomlinson who will retire in January. The firm is already searching for a new city manager and the council approved 15500 plus up to 8500 in expenses for that search.
The Third Annual Rancho Mission Viejo Rodeo raises a $147,500 purse making it the nation’s richest two day rodeo. The top 30 contestants will compete in saddle and bareback bronc riding, tie-down roping, steer wrestling, bull riding and team roping over Saturday and Sunday. Capistrano Valley News reports three elementary schools in the Capistrano Unified School District will shift to K-8 campuses starting in 2004 after a unanimous board vote. Superintendent James A. Fleming says the move could reduce class sizes and strengthen programs, with parental choice. Community concerns include potential racial implications as San Juan Elementary is 98 percent Hispanic and Am buehl 16 percent Hispanic, with possible federal complaints anticipated from Hispanic parents.
City Attorney John Shaw will urge the City Council to scrap a 32 year old rule that requires the city manager to live in town within six months of taking office. Adopted June 28, 1971, officials hail it as outdated and illegal citing state law and court rulings that bar residency requirements for most employees.
The Field Poll shows 58 percent of California voters back the recall while local leaders split. Mayor Pro Tem Joe Soto and Councilman David Swerdlin support it, Wyatt Hart opposes, and Mayor John Gelff with Councilwoman Diane Bathgate sit on the fence. The statewide race features 135 candidates including San Juan’s A. Lavar Taylor vying for governor.
