Washington May 31 The justice department orders all men aged 21 to 31 subject to registration to not leave the United States until after registration day. Agents will enforce the rule and prosecute violators. Letters from across the country call the conscription law undemocratic but will be referred to justice for arrest if they fail to register next Tuesday.

Mrs. J. H. Himes of 904 Market Ave N was named honorary captain of Company C, 8th Ohio Infantry, in a surprise ceremony on her lawn during Memorial Day events. She received a regulation sabre from Captain Hazlett for organizing Canton's Red Cross chapter and supplying comfort bags to troops. The ceremony, led by Grand Army of the Republic, drew five thousand spectators as Company C escorted the colors and led the Memorial Day parade in uniform for the first time since returning from the border.
