Andrew Kapler, wounded bandit held in Stark co workhouse, shows health gains per Workhouse Superintendent John Boyer. Joseph Andreotte a private in Battery F 186th Artillery was taken to the workhouse Saturday to serve a 25 day sentence imposed by court martial for violation of the articles of war. He is the first prisoner received at the workhouse for a military offense and had been sentenced for failure to attend drill with a suspended term requiring 10 days of work in the stables. He disappeared before completing the suspension and was rearrested on return.

Johnson Amendment Opens Sectional Fight in Senate
Washington May 20 The proposed amendment to article ten of the constitution by Senator Hiram Johnson of California would prohibit exploitation of child labor and trigger a bitter sectional clash as north against south and east against west. Johnson defended the measure as necessary to protect children while Overman of North Carolina condemned it as a threat to state sovereignty. He warned the amendment could lead to federal encroachment on education, anti lynching and police powers. Johnson argued it might be required to safeguard welfare despite state prerogatives. Overman urged states already enforce child labor laws making an amendment unnecessary.
