The county election board organized voluntary, gratuitous registration of men for the draft following a meeting. Experienced election registrars and clerks will staff precincts in cities and rural areas, with letters sent and replies requested to speed readiness for a presidential proclamation assigning registration day.
Washington May 18 Vice President Marshall and Speaker Champ Clark signed the conscription bill after the Senate and House met. The measure goes to the White House for the president's signature and provides for drafting men between 21 and 31, to raise a national army for Europe.
May 18 report from the War Department shows only 1482 men enlisted in the regular army as the nation shifts recruiting focus to the National Guard. Pennsylvania led yesterday's enlistments with 208, followed by Illinois with 114 and New York with 114. total regular enlistments since the start reach 74,738.
Washington reports the Anglo-French missions in the United States have finished their tasks. Agreements include large U S loans to allies, central purchasing for low prices, U S naval cooperation to curb submarines, trade pacts to bar German access, engineers mobilization to France, and transfer of shipbuilding contracts to the U S Shipping Board.

Washington May 18 The war department announced three draft calls to mobilize the guard into regular service. July 15 covers 11 states, July 25 covers 22 states and the District of Columbia, August 5 covers the remaining states. The militia division has been racing to reach war strength.
