Russian dispatches report 24000 Austrian soldiers killed and 20000 wounded in the Przemysl siege. A Russian division entered the city to maintain order while the main besieging forces prepare to advance after sanitary measures.
Canton officials face a blocked funding path as the finance committee rejects a councilman’s appropriation to cover the city’s share of establishing a state city employment bureau. Mayor Stolberg says he may seek private subscriptions and approach manufacturers if the chamber of commerce does not act, highlighting potential job services for workers and benefits to local industry.

Vienna March 24. A Budapest despatch quotes Baron Hazai the Hungarian defense minister stating Przemysl garrison never exceeded 25 000 troops. Russia claimed over 100 000 were captured but the dispatch says at no time more than 16 000 numbering laborers included.
Canton health board directs investigation into sealed paper bottles for milk delivery and considers an ordinance to ensure clean milk at doors. A sanitation committee will work with the city service department on a city-wide clean-up week and study cost impacts on milk prices.
Rep. Adam W. Oberlin introduces a bill to commit habitual drug users to state hospitals for the insane. Drawn with Massillon state hospital input and supported by medical groups, the measure eases admission without a prior insanity declaration. It aims to regulate care for dope fiends affected by new federal law.

Proceeds go to the association fund in Canton. admission ranges from five to ten cents.

The Northern Ohio Traction and Light Co wins a Supreme Court case against Cuyahoga River Power Co over forty acres of land in Summit County. The land, held by Northern Realty Co, sits south of Cuyahoga Falls where the river dam controls power for the N O T L Co. The river runs through the site, which hosts a large power setup including an 80 000 horsepower plant and auxiliary hydro plant used to power 220 miles of interurban lines and city railways in Canton Akron Massillon and Barberton.

Appomattox Day will be celebrated by William McKinley Post No. 25 G. A. R. on April 9 marking 50 years since the surrender of General Lee. Mayor Stolberg will arrange for city flags to honor the occasion in line with the post’s message that the event ends the war, not to gloat.

Zeppelins and planes are stationed at Brussels and Cologne and may depart on Easter Sunday if weather holds. A ninth Zeppelin arrived at Cologne with another due soon. Submarine raids near Gibraltar are rumored but viewed skeptically.
A foreman for the Granby Co. in St. Louis is held for ransom by Villa's forces in Chihuahua Mexico. Mrs Worcester says U S protection failed and criticizes John Carrothers, Wilson's envoy, for not investigating the case.
Amsterdam dispatch reports a German submarine attempted to torpedo the Dutch steamer Oranje Nassau five miles from Lindar lightship in the North Sea yesterday afternoon. The torpedo passed about 60 yards in front of the vessel.
Examinations for rural mail carriers are set for April 10 at the Canton and Hartville post offices. Applications to enter the tests may be obtained at the Canton office through April 1, according to a Wednesday announcement.
