City council plans to urge Mayor Curtis to approve the 1922 street improvement program at the Monday session. Officials warn further delay could derail the plan, with 22 streets proposed for paving or repaving and spring start hoped to beat winter disruption.
Mayor C. C. Curtis plans a Monday talk with A. C. Blinn of Northern Ohio Traction and Light Co. to urge construction of a Gibbs av NE street car line as residents push for service and a freight link in the Y at Sixth St SW.
In CRICCIETH Wales Premier Lloyd George told visiting children that the mountain of fame carries heavy responsibility. He warned that higher ascent brings colder loneliness and more attacks from the elements, and requires denying comforts of home. He joked about being in dry dock while recuperating from illness.

In Middletown the Vulcanite Paper company near Franklin was nearly destroyed by fire this morning. The loss is estimated at 320000 with the origin unknown. The fire started after 5 am in the saturating department and destroyed the mill except for its outer walls. Employee John Buchanan suffered serious facial burns and was hospitalized in serious but stable condition.
In Columbus on March 20 Governor Davis emphatically denied reports that the national administration urged him to retire from the governorship race. He cited strong pleas from leaders including Walter F. Brown George H. Clark and R K Hynicka who urged a renomination. Davis said such reports are false and stated he would devote his next months to official duties.
Frank E. Scobey of San Antonio Texas was sworn in as director of the mint succeeding Raymond T Baker. The oath was given in Secretary Mellon s office as Scobey took charge of the government s mints receiving bullion and coin valued at about 3 676 000 000 one third of the world s gold supply.
Canton’s big Spring Exposition opens Wednesday at 7 39 p m with curtains drawn to reveal new spring styles across downtown stores. Merchants’ association members have planned elaborate interior and window decorations as Spring Sales Week continues. The event runs through Saturday.

Secret service agents recovered 175000 in liberty bonds stolen from the treasury and arrested two men. Charles A. Clevenger a treasury clerk and A Walmsley an organizer in the Order of Foresters confessed. bonds found in Clevenger's attic at 616 Rhode Island NW. The theft occurred two months ago and bonds were negotiable.

Russia has won its first foreign loan after three years in international isolation. Olaf Raschberg, a Swedish banker, said details were set in Moscow last week with Mr. Aach berg signing the accord. The Swedish bank will provide nine months credits totaling 60,000,000 kroner at one percent above the standard Swedish discount rate to the Russian central cooperatives union.
