Berlin reports Count von Hertling states Alsace Lorraine cannot be ceded in peace talks. J Helsel a coal dealer faces arraignment before Police Judge Bowman on a charge of short weight. City Sealer Harry Conrad says Helsel sold John H Young of 1913 Superior Ave NE a ton of coal in November short 600 pounds. Young notified Helsel, who promised to rectify but did not, and a warrant was issued for his arrest.
