ROTTERDAM August 21 Details of the German occupation yesterday of Brussels were received here today. Burgomaster Max met the detachment of cavalry which entered the city via the Louvain state carrying a white flag. The German commander promised that if inhabitants offered no resistance the city and its people would be spared. So far only a cavalry detachment is present, but the main German army is expected today. Residents display Belgian French British and Russian flags despite pleas from city officials. CAMP PERRY Captain Ralph G. Sayer of Co. 1 Galion was elected major of the third battalion eighth regiment.
