Senator Penrose proposed a resolution to station troops in Mexico as a constabulary to protect American citizens and property. The measure, not an act of war, would uphold the Monroe Doctrine and avoid foreign interference while calling for peace in the troubled territory.
Ben F. Stevens a negro musician with a carnival company was arraigned before U S Commissioner Whiting on a Mann white slave act charge. Sloan A. Pritchard said Stevens carried a negro girl named Flossie Fletcher from DuBois Pa to Wellsville and traveled with her in the show's private car. Stevens waived examination and was bound over to the U S court with a $500 bond. William F. Gauchat, Canton deputy U S marshal, brought him to Massillon for arraignment in a notable first case since his appointment.
J H Lehman and L P D Yost voice concerns about the Macleau district school needs. They say a portable building may be added soon, with a new permanent building possible in several years. The Crystal Park building may accommodate students this fall, funds and distance cited as factors.

Baltimore and Ohio Railroad announces new faster trains between Canton and Cleveland. The Canton departure runs at 3 30 p m arriving 5 20 p m. A second train leaves Cleveland at 9 00 a m arriving Canton 10 40 a m. Advertisement T T 8.
In Philadelphia, Harry Campbell, 43, a wallpaper printer, killed his wife by slashing her throat after she refused to sign a death by own action pact. He then killed himself and died later in hospital. The Campbells had been living apart after the wife declined to move to New York.
Officials of the Municipal League conduct a tour of inspection this afternoon, examining street paving projects city wide to ensure specifications are followed and defects reported. Secretary Starrett said that 6th Street SW paving could be improved by targeted repairs where standards were not met.
