Aug 15 dispatch reports French infiltration expanding along the Oise front north and east of Ribe, extending toward Dressincourt and near Noyon. British and German positions around Amiens remain fluid as frontline actions continue with limited gains and cautious advances.
Partial returns from 41 Ohio counties place Morney Abram Agler of Canton narrowly behind J Brown of West Union for lieutenant governor. Willis leads with about 87,675 votes to Jones 55,350, Arnold 9,562 as counts from 48 counties indicate broader statewide trends.
Aug 15. Casualty totals since the Picardy drive are reported to be lower than the prisoners taken. Marshal Haig cites 30,344 prisoners by Rawlinson's and Haig's forces, with reports of up to 10,000 more prisoners.

Ferdinand Foch the marshal of France is named marshal of all allied armies by the French council of ministers. Previously only Joffre held the honor in this war and the decision marks a high recognition of Fochs leadership.
The Canton tax department under Ned L. Perkins reports 1918 tax valuations up from 1917 with Canton city valuation increasing by 9 372 250 and the city school district by 10 099 280. If the current tax rate remains, the city would owe 49 562.53 in taxes and the schools 48 607.83. The document notes a total county boost of 20 236 970 and indicates continuation on page eleven.
The Canton Retail Grocers association reports fraud in sugar cards with an American Protective League representative visiting a Canton woman's home. She held two cards one in her name and one fictitious, and one card was taken. Sugar shortages worsen. grocers face reduced allocations and canning supplies may be scarce. Cantonians must conserve sugar.
The Amiens cathedral, long unused and protected with sandbags during civilian evacuations, reopened as German withdrawal toward Bapaume continued. The reopening coincides with the Feast of the Assumption while Germans remain on the defensive in air and land. An Allied airman captured confirms higher losses than German reports.

A Canton resident died after a Blackhand style shooting on Eleventh Street SE near Houselaw. Ben Steele, 30, was shot seven times and died at Mercy hospital. Police arrested two suspects, Italian nationals Sam Castanzo and Dominic Marfitano, and hunted two more believed to be in the gang.
Demonstrations of sugar substitutes and cold pack canning methods will be given Friday at 2 p m in the J J Burns and the Dueberay SW schools by Kath leen Kent and Louise Dornbusch US Food Agents in Canton under the Canton Women’s Committee Council of National Defense. All neighborhood women aiding in the conservation effort are invited. Centers will be opened citywide.
Paris report from Echo De Paris estimates Allied forces have taken 78,000 prisoners since July 15, including 10,900 Germans under General Humbert, with 73,000 captured on the Western Front and 1,700 guns seized as operations unfold.
Canton chapter chair J. H. Himes announces National Red Cross Magazine will be sold on Canton streets starting October. Newsboys under Junior Red Cross direction will handle sales with ten cents to publishers, five cents to Canton Junior Red Cross, and five to newsboys. The issue aims to inform on overseas relief and war funds use. Louisville sent a $3,800 carnival gift, the largest entertainment donation to Canton Red Cross.
A small quota of limited service men will be called from Canton draft boards starting Aug 30. About 650 men from the state will be affected, with Canton likely sending no more than 15 men from each board. Recruits will join Camp Greene in North Carolina. Ernest C Booth of Canton was sent to Camp Forest Ga for engineering corps baker training. Four men were sent to Cincinnati for auto repair and three to Akron for tire vulcanizing.
Miss Frances Rutledge of 214 Highay NW travels to Camp Hancock Georgia to enter the base hospital as a trained nurse after enlisting with the Red Cross several months ago.

Bert Busche a Canton youth and second mate on the U S transport Powhatan reports ten Atlantic crossings in eleven months with multiple France stops. He says submarines scare but destroyers fight, notes a near-miss 800 yards away, praises young sailors and work ethic, and credits U S aid for France’s food situation while recalling a rudderless ship in a 40 foot wave storm. George W. Garrett, American minister to The Hague, will head a U S commission to confer in Berne next month with a German commission on the maintenance treatment and exchange of prisoners of war. Announcement was made in Washington.
General March told the Senate military committee that an American force of four million men in France, allied and under one commander in chief, could push through German lines. He urged quick action on the manpower bill, favoring younger men 18 to 21 as less encumbered and better able to serve, saying the United States must win the war on the western front.
The War Department authorized all states territories and the District of Columbia to send 16 citizens to Camp Perry Ohio for marksmanship instruction. The delegates, chosen by governors, will compete in the national matches September 16 and 21 and in the National Rifle Association events the week prior. Age limits are 16 to 45.
The Chinese cabinet will issue a new bank note named Gold Notes and plans to borrow twenty million yen from Japan, about 10 million dollars, per a Pekin dispatch. Also note ads for trunks at Canton merchants and Arthur's Leather Shop listing in Market Avenue North.

BR P Blake of the U S Housing Corporation surveys Canton to assess a housing shortage for war workers. He expects a report to Washington that could influence a potential 100 million dollar building appropriation and notes private homes may be used to house workers to relieve overcrowding while awaiting federal action.
Canton Democrat Joseph C. Breitenstein led by 19 votes with two precincts uncounted in Tuscarawas County where he had 1034 to 1015 for William E. Chancellor. In Wayne County Roscoe C. McCulloch held a large margin over Henry W. Faulk as 2393 to 208.
Sergeant Deakins of the marine recruiting office reports an order allowing reenlistments after a prior halt. The new directive excludes no one and may add many volunteers from Canton and nearby towns in the Cleveland district.
Amsterdam August 15 Vice Admiral Behnke has been appointed to succeed Admiral von Cappelle as German minister of marine per Weser Zeitung.
Mike Donnely reports to police that a gold watch was taken from his coat while at work in a Pennsylvania railroad camp in Fairhope. The notice mentions the Lotz Family Reunion at Grange Hall in Robertsville and an advertisement for a Red Tag Sale at Canton Home Furnishing Co.
