Australia will provide military forces to defend Malaysia as part of a definitive defence statement delivered to Parliament by Prime Minister Sir Robert Menzies. Opposition Leader Calwell criticized the arrangements as unsatisfactory in parts during the debate.
Sir Robert defined Australia's stance on aiding Malaysia if attacked or subverted from outside. He noted Australian forces remain under government control and that moves involve Britain and New Zealand as part of a broader security pattern. The Governor General Viscount De L Isle and his daughters Catherine and Anne Sidney travel from Sydney to England by air. The National Capital Development Commission awarded a £204 283 contract to A W Jennings (Australia) Ltd for Canberra Technical College's School of Fashion Home Science and Cooking. Completion planned for 1965 with a two storey brick and copper roof building between Commerce and Electrical Trades blocks, including a central courtyard and rooms for kitchens hairdressing dressmaking millinery and soft furnishings.
The NSW budget unveils a revolutionary education allowance named State aid for parents. It provides a 21 a year endowment for secondary pupils in later years and covers almost 20 000 church and private school pupils and some State school pupils living away from home. The scheme starts January 1 next year and will be paid once each term. It costs £400 000 in the full year and £250 000 in the rest of 1963 64. Cabinet ministers see it as a move to secure Catholic support and as a first step toward direct state aid to church schools long term.
The Praesidium of the Supreme Soviet unanimously ratified the Partial Nuclear Test Ban Treaty as Tass reports. The move follows the United States Senate ratifying the pact within the last day.
