The United States proposes a twin system of national and multilateral nuclear forces within NATO. The plan, presented to NATO’s 135-nation council in Paris, envisions a NATO nuclear force with two main components.
Officials describe a plan for an executive committee of four or five nations to control NATO’s projected multilateral nuclear force. The option would include Polaris armed surface ships and submarines, with the United States and Britain leading, and possibly Germany Italy and France. Washington favors a surface fleet to carry Polaris missiles for quicker, cheaper deployment.
At Geneva the United States pushes for seven inspections per year as Russia counters with two or three on its soil. US delegate Foster criticizes Kuznetsov rigidness while urging progress and decisive action, amid Swiss mediation and calls for rapid negotiations.
Britannia maintains 17 knots as a south easterly breeze keeps temperatures just under 70. The Queen and Prince Philip approach Hobart this morning with a buoy line marking Derwent River course for yachts and small craft. Melbourne reports the Queen injured her right leg while opening a hospital. decorations finish at Princess Wharf for landing at 10 am.

The Commonwealth Statistician announced last month saw 13 009 permanent and long term settlers arrive in Australia, the highest in 12 months, with 9 076 departures also a record. Arrivals included 10 040 settlers 2 043 Australians returning from overseas and 11 826 overseas visitors. Departures comprised 1 203 former settlers 872 other residents 5 362 Australians abroad and 1 649 visitors leaving.
Milovan Bur ek, Czechoslovak ambassador with Cuban ties in Washington, delivered a note to the State Department saying Havana did not attack. He said Cuban planes searched for two boats from the Cardinal fishing cooperative, approached, then flew away, while U S officials allege MIGs fired rockets near the shrimp boat Ala in international waters of the Florida Straits.
