Legislative History of the Railroad Commission in Texas 1891
Governor Hogg urged a three member railroad commission with power to set and regulate rates and handling rules, require detailed company reports, enable investigations, and ban rebates and discrimination to protect commerce, rails, and the public. The 1891 acts passed by the Legislature and approved April 3 finalized the plan. The piece also notes a funeral in Bartlett for Texanna Rucker, born 1854, and her life as a teacher and guardian of seven orphans.
