Transfer charges for out of district pupils debated
The Herald urges reducing transfer fees for students outside the district and opposes exemptions while arguing current charges are excessive. It notes $50 per pupil equals taxes on a $7000 to $14,000 valuation and warns the average family with three children faces high annual costs. The piece contrasts state order under despotism with liberty under a free government and cites Edward Everett on peace through educated public will.
