Inactive Committees Dominate Legislature Study Finds
A survey for the legislative council shows most standing committees do little work while a few key panels drive nearly all activity. In both houses, a majority of committees had few or no bills referred to them in 1939, with bottlenecks centered in Ways and Means, Judiciary, and Finance. Abolishing dead committees is proposed to free members for real work.
