Lyons Launches Campaign For City Mayor In 1985

Acting Mayor John W. Lyons announces his candidacy to succeed Congressman Mayor Russell, aiming to drop the Acting title. He pledges lower taxes next year, pay as you go finance, prudent budgeting, and no new debt, asserting faith in fiscal restraint and city improvements funded by current revenue.
