Senate proceedings show the pension bill moving forward with amendments from Hale Blair Logan and others. Committees and a later executive session follow, as the chamber debates costs and extended coverage while addressing the Bankruptcy bill and post office provisions.
The Senate Committee on Pensions voted to postpone indefinitely the House Mexican Pension bill and substitute a version similar to last session's. It favors making disability and age the pension criteria, while noting broad confirmation of nominations and few rejections. A Garfield Memorial Hospital fundraiser netted about $2,000 at a Logan residence garden party. Senator Blair proposes restoring pre July 28 1866 pension rates for army officers widows and children. Navy appropriations differ from department estimates, current year total set at $15,029,705. An engrossed charges resolution against H B Payne related to his election was sent to the Privileges and Elections Committee. The President signed a bill to study alcohol and narcotics effects in schools across DC and territories.

The Treasury issues a 4,000,000 three per cent 1882 loan call with principal and accrued interest due July 1, 1886. Other items include a Cincinnati policeman poisoned by arsenic in milk, track inspector Thomas Winston fatally run over at Bellaire, Pa., and Harrisburg teacher Geronime H. Imes candidate for Lieutenant Governor.
Fassett bill outlines Ohio division into 21 congressional districts. First district covers parts of Hamilton County in Cincinnati wards and Millcreek precincts. Other districts list county groupings of Preble to Montgomery, and Cleveland area wards for later districts. Act takes effect upon passage.

The Grand Lodge of Ohio Independent Order of Odd Fellows met in Akron on Tuesday with about one hundred delegates from 670 lodges. FE W. Stuart welcomed attendees and Grand Master Field praised local hospitality. Reports show 48,545 Odd Fellows in Ohio as of Jan 1 1886, a net decrease of 236 for 1885, plus 6 new lodges and 20 new Daughters of Rebekah lodges, with relief payments totaling $157,614.57 and current expenses of $226.13.
