Washington reports survey results from Huddersfield England noting a sharp rise in lunacy while pauperism stays relatively contained. Lancashire records 6800 lunatics in 1880 rising to 9000 in 1890. England and Wales total lunatics rise by 14000. 1889 pauper costs in Lancashire near 1.9 million dollars, England and Wales 21 million. total pauper costs since 1880 show an 84 million dollar increase. Tramps are excluded from these figures.
