Recent Legislation Improves State Roads Under Hills Plan

Legislation expands road funding and oversight. A $475,000 war fund split among 114 counties and St Louis city provides about $4,000 per county, with county treasurers handling access to the road fund. An additional $500,000 general revenue grant will be distributed by assessed valuation, subject to county or city caps. A constitutional amendment would grant county courts levy power up to 25 cents per hundred dollars, while a state highway engineer will assist counties with planning and materials. A broad road reform directs county courts to appoint road engineers and enables overseers to maintain dirt roads using road drags, with Stapleton law favoring landowners for drag work at up to 60 cents per mile.
