The Auditor refused warrants and said the due amount would be $5500 if funds were available. The county plans a mandamus to force full payment within ten days. The law capped any city or county at 25000 and required counties to set aside revenue for road work before drawing pro rata. Revenue shortfalls and overspending threaten to pinch local-option counties as the legislature approved far more than revenue.
