Only 6 percent of 20 million acres are virgin, with 5.05 million acres unstocked. 7.46 million are young growth and 6.3 million are merchantable second growth. Fire losses across nine Southern states in 1924 totaled 27.7 million dollars, including Georgia. The plan aims to educate the public, fund fire prevention, seedling distribution, and cooperation with landowners, marking a first step toward extensive scientific forestry and possible population growth to 14 million if forests are properly developed.
