Laws and statutes overwhelm American legal system

A columnist reports surveys of governors and state officials showing vast uncertainty about the exact number of laws. Between 1923 and 1928 state legislatures enacted about 170,000 laws across 18 years, with estimates suggesting 250,000 before 1900 and perhaps 500,000 now in effect. Federal and local ordinances add millions. the author concludes a citizen faces more than 5.5 million legal restrictions.
