Georgia’s Peculiar Primary Law Lets County Units Decide

An explanation of Georgia’s primary system shows that a candidate can win the county unit votes without a majority of the statewide popular vote. Each county carries two unit votes per house members, and the plurality in a county wins those unit votes. Evenly split popular votes can still yield a county unit victory for a candidate with just over one-fifth statewide. A vote for a fewer candidate yields no statewide impact. The law requires a majority of county unit votes, not of popular votes.
