Washington DC ILNS reports unemployment in August held near July levels with 11.4 million out of work in July, no August improvement, and a forecast of a hard winter. President Green cites potential job losses and urges immediate action to shorten hours and create work.
Washington reports the United States Children’s Bureau will collect data on delinquent children from about 3,000 courts. The program aims to unify juvenile proceedings, rely on local facilities, and improve cooperation among states and districts. Connecticut and Utah already submit reports.

Washington D C ILNS modification and repeal forces hear a lawyer opinion by John F Finerty claiming the eighteenth amendment extends federal police power to citizens but not to states. He says states can set up breweries or distilleries and sell liquor legally without constitutional restraint. He argues Congress could not have intended to limit states as they were not engaged in liquor manufacture at the time.
In a meeting of the National Civic Federation executive council on August 5 1982 Acting President Matthew Woll presided The body unanimously adopted resolutions urging mobilization of constructive forces to restore industry and employment It supports the Reconstruction Finance Corporation and presidential conferences with industry leaders to promote a shorter work week Woll authorized to appoint a committee to cooperate with the RF C in practical ways.
Indianapolis Indiana Mr Henry L Stevens Jr national commander of the American Legion said complete returns of a poll of Legion hosts show members overwhelmingly favor a shorter or flexible work week to spread work and increase employment If adopted today more than 11 000 000 jobless would be nearly absorbed in the wage earners He noted farming districts support it as strongly as industrial centers
Reports from 688 mills show orders 26 percent above production for the week ended August 18. Mills produced 109,299,000 feet and contracted 136,144,000 feet while shipments reached 125,634,000 feet, 15 percent above output.
