The American Federation of Labor argues there is no genuine need to extend the forty hour week for defense production. It notes 4,500,000 unemployed and potential unemployment from priority orders, plus about 10,000,000 in the labor reserve, asserting defense gains come from more workers and overtime incentives, not longer hours.
New York City reports the Appellate Division of the New York Supreme Court upheld criminal libel convictions of Clarence A. Hathaway, former managing editor of the Daily Worker, and the Admpre Publishing Company, tied to 1936 articles on Walter W. Liggett’s murder. They were fined $500 each and Hathaway received 30 days in the workhouse.
Chicago reports that in the first eight months of 1941 more workers died off the job than in occupational accidents. The National Safety Council cites 19,000 off‑the‑job deaths versus 12,400 on the job. Productivity losses were substantial, equating to 19 battleships or 23,000 fighter planes for occupational incidents and 30 battleships or 50,000 planes for off‑the‑job incidents.
Gen Philip B Fleming argues against wage freezing and supports a democratic industry committee process to set minimum wages by sector during the defense emergency. He cites the need to iron out inequalities and adjust wages as cost of living changes, while urging careful use of overtime to boost defense production without harming worker health or inflation.
Washington D C ILNS The Wage and Hour Division of the U S Department of Labor has issued an order establishing a minimum wage of 40 cents an hour in the jewelry manufacturing industry effective November 3 It is estimated the order would increase the hourly pay rate of 11 500 workers.
Secretary of Labor Frances Perkins outlined a world program of social and economic reconstruction at the opening session of the International Labor Conference in New York City. The plan calls for unemployment control, planning, housing and health expansion, access to raw materials, and civil rights, with Perkins elected president and inviting the final session to the White House on November 6.
