President Roosevelt issues an executive order fixing monthly wages for relief program workers. Rates range from 19 to 94 dollars monthly across four regions and four skill levels, with higher pay in larger cities. The plan bases pay on emergency relief standards and limits employment to one family member and 8 hours a day.
The senate finance committee endorsed the administration social security bill after altering House approved provisions. It retains a 3 percent payroll tax for large employers to fund state unemployment programs while excluding agricultural workers and domestic servants. The plan would also raise an 8 percent payroll tax on both sides to support a federal old age pension fund, with eligibility limits noted. The joint annuity option for employer employee funding was removed from the House version.
Ottawa reports the department of finance announces 80 million dollars in new farm loans for first mortgages at a five percent rate the lowest yet offered by the federal government. Maximum loan five thousand dollars cannot exceed half the land and building value and terms run up to 25 years for land purchases fertilizer seed livestock machinery or buildings.
The National Labor Relations Board found Kelsey-Hayes of Detroit promoted a company union and financed a Mutual Benefit Society to influence employees. It ordered a secret ballot election for a union representation agency, noting Section 7A of the Recovery Act barred company unions and actions.
William Green president of the American Federation of Labor voices concern over President Roosevelt's order that fixes wage scales for the 3.5 million jobless to be employed under the 4.8 billion work relief program. He says zone based rates will rigidify wages and provoke widespread discontent across cities like Washington and Canton, Ohio, risking protests and wage reductions in private industry.
Amalgamated Clothing Workers Union wins employer-backed unemployment relief fund after Associated Clothing Manufacturers agrees to maintain a fund equal to a portion of payrolls. William Johnston, head of the manufacturers’ association, says government support would lessen the need for industry aid during downturns.
