U. S. Unemployment Insurance Faces State Obstacles

A December issue of Social Security reports constitutional hurdles across 48 states in adopting unemployment insurance under the federal act. Only seven states may impose payroll excise taxes. 22 need amendments, 19 doubtful, and Oregon is the only state with a new unemployment insurance law amid pension expansion reaching 39 states and DC.

Milwaukee Judge Proposes Interstate Commerce Theory

Haverhill Shoe Firms Sign Pacts With Union

In Haverhill Massachusetts twelve large shoe manufacturers signed year long pacts with the Boot and Shoe Workers Union effective January 1. Wages stay near current levels with a new 40 hour work week provision. About 3000 workers are affected.

Fifty More Cities Report Plans For Labor in Birthday Balls

Washington report notes at least fifty cities plan labor participation in the Presidents Birthday Ball on January 30. Labor groups classify plans into independent celebrations, joint community events, or fundraising without a ball. To Study Unemployment In Europe for President

Robert L. Duknson, executive director of the Pennsylvania Relief Board, will study unemployment problems in Europe for a year as a representative of President Roosevelt. Gov. George Earle announced Johnson of Time magazine has resigned as Pennsylvania relief administrator and plans to depart December 11, with intentions to leave for Europe around January 15.

Morrell Co Accused in Sioux Falls Strike Brutality

Patrick E. Gorman of the Amalgamated Meat Cutters and Butcher Workmen accuses John Morrell Co. of brutality during the Sioux Falls strike. Pickets were unarmed as about 400 strikebreakers attacked them with clubs, injuring several. Vice President McCoy was clubbed and treated at a first aid station. Officials allegedly backed by law enforcement refused investigation.

Labor Act Wins and Loses in D C Courts

In Washington District of Columbia courts the national labor act faced mixed outcomes. Judge Adkins denied petitions to halt NLRA elections at Gate City Cotton Mills and for East Point Georgia workers. EEhels and others argued over weekly wages while labor board elections were blocked. Chief Justice Wheat later indicated plans to enjoin NLRA elections among Atlantic Coast Line employees for bargaining units.
