Abolition of Child Labor and Eight Hour Day Proposed in China

Shanghai cables report Dr. H H Kung minister of industry, commerce and labor of the nationalist government proposes abolition of child labor under 14, an eight hour day, and light work for minors 14 to 16. The plan includes factory recreational facilities, weekly holidays, and protections against dismissals. The Times notes American labor standards influence and envisions enforcement difficulties but calls it a long step toward workers’ betterment under the Nanking government.

Safety Order Held Up By Interstate Commission

Washington. The Interstate Commerce Commission will withhold enforcement of its order to compel railroads to install automatic train devices and block signals. The commission says progress has been made toward safety by eliminating grade crossings improving bridges and replacing wooden passenger cars.
