The commission met earlier in the week with or Howard Balanoff of Stu presenting the commissioners with ideas for the project. The master plan of 1970, prepared by an Austin planning form will be updated As part of the project. The department of Community affairs which funds such projects has changed its policy concerning City planning and no longer provides Lump sums but Only funds the projects one step at a time. Planning commission vice chairman George Puckett told the Council that he is Quot personally not Happy Quot with the new contracting situation but conceded that it is the Best solution considering the circumstances. The $30,000 we spent in 1970 is lost to us a i won t say totally lost Puckett said adding that the old plan is still useful in Many respects though the 1973 Tornado was enough to wreck anybody s the 1970 plan proposed the current site of h e b. Food store As a City Hall site but other developments such As the improvements at the Airport and the Industrial Park Are right along the lines of the 1970 proposals the Council approved Alderman James Fry s motion to let the contract to Stu with the stipulations that the planning group would provide monthly re ports to the Council and would have the finished by the end of june. A study of Street signs in the City of Burnet has been completed and shows according to zoning administrator Bill Goble that not a single traffic sign in Burnet meets the requirements of the manual of uniform traffic control devices the Cost of upgrading the strict signs would Cost $14 000 Over a two year period with the City being reimbursed for approximate of a 30 Der cent of the Cost. The City could be held liable for any traffic Accident caused by inadequate signs. The certificates of obligation for Hoover builders which were is sued for the construction of the hangar at the municipal Airport were discussed with Tippit reporting that City attorney Alvin no red had opined that the City was in the right and that noted would write a letter to that effect. Logan said representatives of by Mfd will meet again today with the Llano commissioners to Dis cuss the $1,000 which the commissioners promised the fire fight ers for construction of a fire proof building near the Community Center. The acc Mfd is expected to release the fire trucks currently housed in the red barn Community Center sometime in the not too Distant future. The pre fabricated parts of the fire proof building Are expected to arrive sometime this week. The logans fire phone which was disconnected without notice by the Board of directors of co Mfd in october has been reconnected with Logan bearing the expense for the service himself though he Hopes in the future to be reimbursed for the service. The directors of acc Mfd Are still holding monies which the by Mfd claims for its own but that and other technicalities Are expected to be resolved. By Mfd currently has on its Rolls 17 firemen but the organization is out to find new recruits for the fire department. Senator John Tower and Senate hopeful Joe Christie will be in Burnet this week on successive Days Tower arriving tuesday and Christie wednes Day. Tower who has not yet announced his candidacy for re election is scheduled to conduct a Quot town meeting Quot style program at the Highlander inn tuesday at 2 p.m., according to Herb Butrum Tower s Advance Man. The Republican senator is scheduled to appear in 16 communities from the Hill country to East Texas during a four Jay swing through the state. Tower s Burnet program will be moderated by . Mcduff. Congressman Bob Krueger is opposing Christie in the democratic primary tries school Bond election again failed to pass twice previously by Bob Freer Leander a voters in the Leander Independent school District will go to the polls saturday dec. 3, to decide the Fate of the District s $5,085,000 Bond Issue for the building of a new High school to replace the existing Leander High school school Board president a c. Bible told a teacher s forum at Leander elementary school on monday Quot this is a Bond Issue that we can Bible along with District superintendent Joe Ward presented the forum and a slide show to the teachers to Point out reasons for the upcoming election and to explain what passage of the Bonds will mean to the Community. The Bond election is being called because District officials anticipate a dramatic growth in enrol ment at ail Grade Levels Over the next few years. Bond funds will be used solely for the purpose of building a new High school to replace an outdated and expected overflowing Leander High school presently in use. With completion of the new school the District will simultaneously convert the present High school to a Middle school for grades six through eight thereby decreasing the Load on the elementary schools. Bible told the group of teachers Quot the present High school was constructed when we were competing with other schools on the 1a level. The upcoming school year will see the school move to the 3a level of Competition which indicates an Ever growing student population for years to come with the present High school now lacking in Library band gymnasium and vocational facilities plans for the new school Call for Basic facilities for 1,200 students expandable to 2.000 in the future. The new school will include language science math and social science classrooms a spec Ial education Complex a music Center with Complete facilities for band and choir and a vocational Center. The new Campus will also include two gymnasiums with Complete facilities for both boys and girls a dining area with stage and dressing rooms an adequate Library adequate office space and an athletic Complex for football baseball and track. Bible said Quot the new school will meet the needs of a 3a High of passed the Bond Issue will raise the District s tax rate from the present $1.53 to $1.97 per $100 of assessed valuation. The assessment ratio will remain 79 percent of the Market value. When broken Down the new tax Structure will mean that the owner of a $30,000 Home will be paying $104 a year or 28 cents a Day in taxes. According to Ward the new tax rate will be in line with other districts of the approximate same size in Williamson county Ward said Quot a recently passed Bond Issue in Liberty Hill raised that school District s tax rate to $2 20. Residents in the round Rock Independent school District Are paying a tax rate of $2.30, while Taylor schools have fixed their rate at $1.90.&Quot that rate is considerably higher than the Burnet District which is at present $1 50 per $100 value Tion assessed at 50 percent of Market value. The proposed budget for the $5,085,000 Bond Issue allows $4,130,000 for buildings architect and financial advisor fees. The second largest chunk of Money in the budget is $385,000 and is set aside for the 5,000 seat stadium Field lights a track base Ball Field Concession stands and restrooms. Site improvements will require $150,000 and $225,000 has been assigned for fixed equipment including science materials lockers bleachers and Kitchen equipment. Furniture will run the District $60,000 and a sewage treatment Plant will Cost another $60,000. Purchase of a High school site will require $75,000. The Texes education association recommends that a High school be built on at least 60 acres of land a considerably larger tract then the 22 acres the present High school sits on. School trustees Are allowing $1,500 an acre for the acquisition of a suitable site which should be chosen by the time of the election according to Bible. Ward said Quot the new High school will take care of District needs for four or five years before we have to Start adding Bible added Quot enrolment and assessed value Are on the climb in the District and this should take some of the Burden off of the Homeowner in future according to both District officials the Liso has no specific alternative plans if the Bond Issue should fail on dec. 3. In other action the aldermen voted to award the contract for a new planning project to Southwest Texas state University and discussed Street signs in the City and certificates of obligation for the construction of the hangar at the municipal Airport. Following a lengthy discussion concerning the Lack. Of City control included in the 1945 taxicab ordinance the Council approved the application by . Lynch for a taxi franchise. The ordinance Calls for an annual fee of $25 for the first vehicle and $10 for each additional vehicle and $10,000 insurance coverage and monthly inspection of the vehicles to be used. Quot i think we ought to rewrite the ordinance particularly concerning the amount of insurance required and incorporating some method of controlling the fees that a taxi service could charge Quot said City administrator Jack Tippit. A motion was made by alderwoman . Seidensticker to instruct the City administrator to update the ordinance. Quot i think we re making a Mountain out of a mole Hill. This is a needed service and this Man wants to put it in Quot argued Alderman Bill Wilcox. Quot i think we ought to go ahead and approve the application. Can t we change the ordinance and require any existing service to comply with the new requirements Quot the vote on the Seidensticker motion was approved with mayor Howard Benton breaking the tie vote. Alderwoman Seidensticker voted yes Alderman Fry voted no while Wilcox and Alderman Dan Haynes abstained. The taxi application finally received Council approval on a motion by Wilcox but not without disagreement from Haynes. Quot i think the City ought to have More control Over the rates the taxi service might charge Quot Haynes said. Quot they Are controlled by every City i know anything the motion passed with Haynes abstaining and the remainder voting in favor. The Council decided to receive bids on the construction of a new water line to serve the Industrial Park with bidders submitting prices on a proposed and alternate route. The City administrator was authorized to advertise for bids As soon As approval of the funding is received from the farm and Home administration. There has been some discussion of the possibility of the City taking on the of becoming its own prime contractor but by taking action to request bids for the entire project the Council partially closed the door to that possibility although the City will As usual Reserve the right to reject any and All bids
