The Texas council of defense made Judge O. B. Dunlap of Waxahachie permanent chairman and adjourned to meet in Austin on May 21.

Dallas May 11 Governor Ferguson to be asked for a special session bill delegating to the Texas defense council powers similar to those of the national defense council. Vessel engages submarine off Ireland amid coastal action

An American Line steamship reported firing six shots at a German submarine off the coast of Ireland on May 2. The submarine submerged and vanished after the first shot, with no confirmation of damage. The gun crew fired from about 6 p.m. and the American vessel then accelerated on its voyage.
