Austin Texas May 4 Bids for contracts totaling about 1 750 000 for various merchandise and commodities for the state’s eleemosynary and educational institutions were opened by State Purchasing Agent George Leavy in the governor and comptroller’s presence. The action marks an early bid opening to curb rising food costs. Contracts cover the year starting September 1 1917. The state expects to spend about a quarter million dollars more than last year with bids largely from Texas merchants.
