Senate adopts two thirds rule to curb filibuster

The Senate voted 76 to 3 to amend its rules, enabling two thirds of members to block filibusters and limit debate. Senators La Follette Gronna and Sherman dissented, while leaders and several are cited discussing the armed neutrality bill and differing views on cloture and war powers.

Los Angeles March 9 Captain Alfred Fritzen a German naval officer was arrested at Hartwood near the city by a department of justice agent and held on suspicion of a felony in connection with the alleged plot to destroy the Welland canal.

American Ambassador Guthrie Dies in Tokyo

George W. Guthrie the American ambassador to Tokyo died Thursday night at 8 p.m. local time per a Tokio embassy dispatch. Appointed May 20 1913 he left behind a widow Mrs Guthrie in Tokyo. The cause is listed as apoplexy and details are awaited by the State Department.

City Council Holds Regular Meeting At City Hall

Mayor W. W. Harris presided as aldermen Haswell Doane Vick and Wilson attended along with officials. The council approved last meeting minutes and bills, funded Carnegie Library with 250, granted water extension on College avenue, and authorized the city engineer to hire teams for street grading. A lengthy debate on paving followed before adjournment.

Florence South Carolina March 10 eight officers of the German steamship Liselfels were sentenced to one year in the federal penitentiary at Atlanta and fined 500 dollars each for sinking a vessel in a navigable stream in Charleston harbor January 31.

Poe says he learned Ferguson disparaged bond deals in a broker’s telegram. Also in Norfolk March 9 a claim notes a secret wireless plant used to receive all regional wireless messages after the Appam was taken by a German raider and sent to an American port under prize crew.
